Holiday Lights Displays: Food or Souvenir Vending

NOTE MAJOR CHANGES FOR 2024 FOR BOTH 

RESIDENT & NON-RESIDENT VENDING

(including roaming, stationary or driveway)


RESIDENTS WHO WANT TO VEND

On September 24, 2024 the Torrance city council voted to NOT extend the time frame for vending as they did in 2023. You can watch the meeting by clicking the link below. Vending under the Cottage Food Permit allows vending until 5pm which is obviously before visitors enter the area. Therefore residents may NOT vend from their driveways and will be subject to receiving citations/fines and being shut down by enforcement officers. 


Residents may sell food from their home between the hours of 9 a.m. to 5 p.m. provided they comply with all requirements of the City of Torrance's Cottage Food Home Operations Cottage Food Home Operations and/or Sidewalk Vending Ordinances.

SIDEWALK & ROAMING VENDORS

  • In addition to residents not being able to vend from their property, there are to be NO roaming or sidewalk vendors of any kind due to the lack of 6 ft wide sidewalks.


Roaming sidewalk vending is prohibited in areas with no sidewalks or with extremely narrow sidewalks (six (6) feet wide or less). Stationary sidewalk vending is prohibited in areas zoned residential.


  • What is a sidewalk vendor? “Sidewalk vendor” includes “roaming sidewalk vendor”* and “stationary sidewalk vendor.”** A sidewalk vendor is a person who sells food or merchandise from a:
    • Pushcart
    • Stand
    • Display
    • Pedal-driven cart
    • Wagon
    • Showcase
    • Rack or other non-motorized conveyance
    • Or upon a public sidewalk or other pedestrian path.
    • *"Roaming sidewalk vendor" means a sidewalk vendor who moves from place to place and stops only to complete a transaction. **"Stationary sidewalk vendor" means a sidewalk vendor who vends from a fixed location.


FINES & CITATIONS

Code Enforcement will be issuing citations this holiday season.  CItations will be $100 for the first infraction, $200 for the second infraction, $500 for ongoing infractions with enforcement shutting down any vending.
